I'm not sure if this really qualifies as "Engrish". This t-shirt can be found everywhere in NYC. It's almost as common as I <3 NY.

It is actually a quote from the movie Blue Velvet, so it really isn't Engrish. Sure makes for a great kids' toy!
The phenomenon of Japanese T-shirts with English inscriptions is worth researching. Though basically correct English, they are either dirty 'n' offensive, or completely nonsense, or they are random sentences brutally ripped out of context (like the cute "I Hate Myself And I Want To Die" shirt). Who designs them? Is it possible that Jap T-shirt designers use random phrases they overheard on the radio or TV and they do not think much about their meaning?
It is so very possible: that's the way iit's done!

Not 'Engrish' at all. As others have posted, it's available at any t-shirt shop in NYC. And as one post pointed out, it's a line from the movie "Blue Velvet."
